AIS-140 and VLTD, in simple words
AIS-140 is the Automotive Industry Standard for vehicle tracking systems in India. Under the Central Motor Vehicles Rules, public service vehicles must carry a vehicle location tracking device with emergency buttons. The device reports the vehicle's position to the state's monitoring backend, so the authorities can respond when a passenger presses the emergency button.
That is why the RTO asks for a working VLTD when you renew fitness or apply for a permit. A normal GPS tracker does not meet this requirement, because it only reports to the owner's app.

What is a VLTD?
VLTD stands for Vehicle Location Tracking Device. It is a GPS tracker built to the AIS-140 standard, with emergency (panic) buttons, that sends the vehicle's location to the government monitoring system as well as to the owner.
Which vehicles need an AIS-140 VLTD?
Public service and commercial passenger vehicles such as taxis, cabs, buses, school buses and maxi cabs, and vehicles under several permit categories. The RTO checks for a working VLTD at fitness renewal and for permits. Check with your RTO for your exact vehicle category.
What is the difference between a VLTD and a normal GPS tracker?
A normal GPS tracker only reports to your own app. An AIS-140 VLTD also has emergency buttons and reports to the state government backend, which the RTO needs for fitness and permits.
